This chapter evaluates the approach, evolution, and impact of the European Union (EU)’s policy in Libya since the end of the 2012 conflict that led to the downfall of Muammar Gaddafi. It examines which conception(s) of justice underpinned the EU action, but also which wrong assumptions shaped EU policies, making EU action often inconsistent and sometimes counterproductive. This allowed external players to expand into Libya and ultimately overshadow the EU.
